What is a Cultivation Association (Anbauvereinigung)?

While often referred to locally and internationally as "Cannabis Social Clubs," the strict legal term in Germany is Anbauvereinigung (Cultivation Association).

These are strictly non-commercial organizations authorized to collectively cultivate cannabis and distribute it exclusively to their registered members for personal consumption. They are highly regulated to ensure youth protection, health standards, and the prevention of illicit market activities.

General Conditions

  • Must operate on a strictly non-commercial basis.
  • Requires formal authorization from LAGeSo (in Berlin).
  • Strictly capped at a maximum of 500 members.
  • Public advertising and sponsorship are strictly prohibited.

Strictly Prohibited

  • No sales or distribution to the general public.
  • No home delivery services or mail order.
  • No consumption allowed within the club's premises or within sight (100m).
  • No distribution of alcohol or other psychoactive substances.

Membership Requirements

Becoming a member of an Anbauvereinigung is intentionally designed to be a long-term commitment for local residents, completely excluding tourists and short-term visitors.

  • Residency: An individual must have their permanent residence or usual place of stay in Germany for at least six months prior to joining.
  • Age: Members must be at least 18 years old.
  • Commitment: The law mandates a minimum membership duration of at least three months.
  • Single Membership: Individuals are legally prohibited from being members of more than one cultivation association concurrently.

Legal Dispensing Quantities

Associations cannot distribute unlimited amounts of cannabis. The law sets strict upper limits based on age and timeframe:
